L.A. Nails at NorthPark Mall in Davenport was charged with having unsanitary conditions and allowing unlicensed workers to perform cosmetology services. The salon was owned by My Le Duong at the time of the inspection, but it has since changed ownership, officials said.Kristi’s Hair Design in Bettendorf was charged with unsanitary conditions. It is owned by Kristi York.The salons are two of five statewide disciplined in a second round of actions handed down by the Iowa Board of Cosmetology Arts and Sciences Examiners from the inspection of 550 salons statewide.
